Rural Advantages

Building materials producer Hanson PLC is a forward-looking company with 27,400 employees in 14 countries and annual revenues of about $10 billion. The leading U.S. maker of concrete roofing tile, Hanson chose rural north Florida and Baker County to build its new $24 million roof tile production facility.

The 120,000-square-foot plant in Sanderson opened in 2006 with 30 employees. Hanson plans to add another 50 employees within a few months, and the company has room to double its production.

The London-based firm chose rural Florida for a combination of reasons, including the superb regional transportation network, a positive business environment, a cost-cutting incentive package and the booming Florida market, says Dylan Walters, Hanson Roof Tile's executive vice president.

The surrounding area benefits by gaining permanent new jobs that pay wages 15% higher than the county average. In return, Hanson tapped into a state and local incentives package worth up to $1.45 million, including free land at Enterprise West industrial park; local property tax abatement; Workforce Quick Response Training; Rural Job Tax Credits; and Qualified Target Industry Tax Refunds.

The Governor's Office of Tourism, Trade and Economic Development, Enterprise Florida Inc., and the Jacksonville Regional and Baker County chambers of commerce worked closely with Hanson to land the deal.

By locating at Enterprise West, Hanson can access rail service from CSX Transportation. The plant is near I-10 and U.S. 90 east-west highways, and several north-south arteries including nearby I-75 and I-95, which provide easy access to Georgia and to Gainesville, Orlando and Tampa.

Unmatched advantages

The Hanson project exemplifies the unmatched advantages Florida's rural counties offer: business-friendly environments and small-town enthusiasm, with big-city convenience close by. More than a million people live in Baker and surrounding counties, and Jacksonville is just 20 minutes away.

Florida's excellent transportation network means that no rural site is more than a two-hour drive from one or more deepwater seaports or commercial airports, and more than 60% of the continental U.S. is accessible by overnight motor freight.

Yet business costs are low in rural counties. For instance, the cost-ofliving index in Baker County is 93.05 (against a statewide average of 100). Simply put, it costs less to do business in Baker and other Florida rural counties. And special state designations provide rural counties with greater access to state and local economic development incentive programs.

Of the state's 67 counties, 33 are formally defined as rural. And while the counties are rural, advances in digital technology have all but eliminated previous barriers to expansion away from urban centers.

Your accountant will probably handle most of the details, but it's still wise to keep abreast of changes in federal and state tax requirements that can have a big impact on your business.

What's New, 2006

Mileage
The business mileage rate as of Jan. 1, 2006, is 44.5 cents per mile. That's down from 48.5 cents per mile for business travel from Sept. 1, 2005, through Dec. 31, 2005.

Expensing
Businesses may expense up to $108,000 of new or used depreciable, tangible personal property using the section 179 deduction. (That figure is up from $105,000 in 2005.) If the business spends more than $430,000 on section 179 property, the amount of the deduction is reduced by $1 for every $1 over $430,000. Check IRS Publication 946, How to Depreciate Property, for more details.

Self-Employment
The self-employment tax rate on net earnings remains the same for 2006. The 15.3% rate is a combination of 12.4% for Social Security and 2.9% for Medicare. The maximum amount of the Social Security part of the tax in 2006 has increased to $94,200 (up from $90,000 in 2005).

Tax Audit

For the first time since the mid-1990s, Internal Revenue Service audited more small businesses in 2005 -- 17,867, which represents more than a 140% increase from 7,294 in 2004. "The IRS is a bit of a pendulum," says William Bernard "Bernie" McCarthy, a tax partner with Shutts & Bowen law firm in Miami and a former IRS trial attorney. McCarthy says the IRS's focus typically shifts from taxpayer education to enforcement every so often, and we are in one of those periods now.

Who is likely to get picked for an IRS audit? McCarthy says it is usually one of three scenarios:

  1. Computer Selected Audit. This occurs when a business's income or expenses fall outside the norm for businesses of that size or industry. This is the most common way an audit is triggered.

  2. IRS Special Projects. If a business falls into a certain category that the IRS is studying, such as offshore credit card use or when tips are a large part of compensation, it may trigger an audit.

Informants. An audit may be ordered when a disgruntled family member, customer or competitor tips the IRS off to questionable practices.

National Income and Product Accounts Gross Domestic Product: Second Quarter 2016 (Advance Estimate) Annual Update: 2013 through First Quarter 2016

Real gross domestic product increased at an annual rate of 1.2 percent in the second quarter of 2016 (table 1), according to the "advance" estimate released by the Bureau of Economic Analysis. In the first quarter, real GDP increased 0.8 percent (revised). The Bureau emphasized that the second-quarter advance estimate released today is based on source data that are incomplete or subject to further revision by the source agency (see “Source Data for the Advance Estimate” on page 2). The "second" estimate for the second quarter, based on more complete data, will be released on August 26, 2016. The increase in real GDP in the second quarter reflected positive contributions from personal consumption expenditures (PCE) and exports that were partly offset by negative contributions from private inventory investment, nonresidential fixed investment, residential fixed investment, and state and local government spending. Imports, which are a subtraction in the calculation of GDP, decreased.

Annual Update of the National Income and Product Accounts The estimates released today reflect the results of the annual update of the national income and product accounts (NIPAs) in conjunction with the "advance" estimate of GDP for the second quarter of 2016. The update covers the first quarter of 2013 through the first quarter of 2016. For more information, see "Information on the 2016 Annual Update" on BEA’s Web site. Additionally, the August Survey of Current Business will contain an article that describes the results in detail. _______ The acceleration in real GDP growth in the second quarter reflected an acceleration in PCE, an upturn in exports, and smaller decreases in nonresidential fixed investment and in federal government spending. These were partly offset by a larger decrease in private inventory investment, and downturns in residential fixed investment and in state and local government spending. Current-dollar GDP increased 3.5 percent (table 1), or $155.9 billion, in the second quarter to a level of $18,437.6 billion (table 3A). In the first quarter, current dollar GDP increased 1.3 percent (revised), or $58.9 billion. The price index for gross domestic purchases increased 2.0 percent in the second quarter, compared with an increase of 0.2 percent in the first (revised) (table 4). The PCE price index increased 1.9 percent, compared with an increase of 0.3 percent. The Eroding Economy

The U.S. economy has clearly decelerated this year. Real disposable income rose reasonably, but consumers saved more of their gains than expected rather than spending them, holding down consumption. Similarly, nonresidential investment fell and exports were weak. Not to mention that wage increases have generally slowed after rising in 2015. We are in a world where low inflation and slow-trend growth may endure for an extended period of time. The tornadoes of globalization and automation have torn up opportunities for less-skilled workers.

The ADP National Employment Report reported a notably worse-than-expected 156,000 increase in private sector employment in the U.S. in April, missing market expectations for a 196,000 gain in jobs. With the American jobs machine cooling in April, going down to 156,000 the weakest gain since September on top of the estimate of the number of jobs added in February and March which was reduced by the Labor Department by 19,000, the unemployment rate remains around 5 percent but hiring has clearly slowed and this assumes the definition of "employed" is if that person did any work at all (at least one hour as a paid employee). People could also legitimately say they were employed if they worked in their own business, profession or on their family farm.

The government reported that the economy barely expanded in the first quarter, growing by some 0.5 percent. Even with the anticipation that the economy will grow at an annual rate of 1.5 percent to 2.5 percent for the balance of 2016, monthly job gains are not expected to go much above the 156,000 reported in April.

There was a modest rise in wages over the last 12 months, some 2.5 percent, but the slow-down in hiring specifically among manufacturing industries and a large drop in the number of Americans in the workforce will provoke anxiety amongst blue-collar workers who are being left behind. The quality of jobs improved but the quantity did not. In the first three months of 2016, factories shed 45,000 jobs. For college-educated workers, the already-low jobless rate declined even further to 2.4 percent, whereas the unemployment rate for Americans with a high-school diploma was unchanged at 5.4 percent, and the unemployment rate for workers without a high-school diploma is now at 7.5 percent.
